Financing long term care, elderly care and care for the disabled is one of the greatest social and medical problems of modern welfare states. Both in the EU and the US efforts are made to provide coverage for these so called \u2018high\u2019 or \u2018exceptional medical risks\u2019 through public and private (social) insurance schemes. The problems regarding the insurance of these forms of care are well known and seem to be similar throughout the western world. But the way the insurance schemes and financial arrangements that provided coverage evolved, differed in each country. This development depended on the existing system of (social) health insurance, the level of health care provision and the outcome of social and political debates. The current debate on the insurance of high medical risks would therefore benefit from a broader international, historical and political comparative perspective.<\/p>\n
